Description of Work
This position will assist the Director of Construction with developing and implementing policies and procedures for administering major design-build contract construction projects for the NCTA; initiating and implementing cost control procedures related to design, right of way acquisition and construction; implementing expenditure budgeting and controls, and coordinating with the Federal Highway Administration (FHWA), local municipalities and communities as required for NCTA projects that are under construction.
Knowledge, Skills and Abilities
Thorough knowledge of the principles and practices of Civil Engineering. Thorough knowledge of North Carolina and Federal highway regulations, policies and procedures. Ability to communicate effectively, both orally and in written form. Ability to coordinate the efforts of several technical groups, sections or units toward a singular goal. Ability to apply engineering principles to difficult, complex, or controversial administrative and engineering project tasks and make sound recommendations and decisions on engineering problems. Ability to gather and analyze administrative and engineering data and prepare detailed reports. Ability to participate in departmental policy determinations and to interpret departmental policies. Ability to establish and maintain effective working relationships with others. Experience in contract construction administration is essential. A thorough knowledge of the NC Standard Specifications for Roads and Structures and their applicability to highway construction projects in NC is also essential.
Training and Experience Requirements
Bachelor’s degree in the engineering discipline related to the area of assignment; or equivalent combination of training and experience. Licensed North Carolina Professional Engineer.
