David Joyner Named Turnpike Authority Executive Director
Joyner to Oversee Study and Construction of the State's First Toll Facilities

GREENSBORO - Today Turnpike Authority Chairman Lyndo Tippett announced that David W. Joyner has been named Executive Director of the N.C. Turnpike Authority. Mr. Joyner's appointment was approved by a unanimous vote of the nine-member Turnpike Authority Board at its monthly meeting, which was held in Greensboro. "David's appointment could not have come at a better time. Although the toll road concept is new to North Carolina, there has been tremendous interest in the idea and we've already selected four potential projects to study," said Tippett. "At this point, we need a true innovator and strategy builder like David. His extensive experience in government relations and business background will help guide the Authority toward a major milestone-the construction and operation of the state's first toll roads." Joyner's career spans more than 28 years of experience in federal, state and local government, including serving as an Intergovernmental and Congressional Relations Officer and a Special Assistant to the Secretary of the U.S. Department of Transportation. He was also the first person to be named the Vice-President of State Government Affairs for Burson-Marsteller, the nation's largest public relations/public affairs firm, a position in which he managed a nationwide corps of lobbyists and oversaw state public affairs strategies for many of the nation's Fortune 500 companies.

In 1994, Joyner moved to Raleigh and co-founded State Capital Strategies, a fifty-state legislative bill tracking and issue analysis company. Joyner has served as a consultant to Womble Carlyle Administration Services since 1999.

A native of Rocky Mount and a graduate of the University of North Carolina at Chapel Hill with a degree in business administration, Joyner currently resides in Raleigh with his wife, Frances.

At today's meeting, the Board heard public input regarding a potential toll project paralleling Interstate 40 and connecting I-73 east of Winston-Salem with the Piedmont Triad International Airport.

In February, the Board announced plans to move forward with the study of four potential toll projects throughout the state. These projects include the Cape Fear Skyway in Wilmington, the Monroe Connector in Union and Mecklenburg counties, the Gaston East-West Connector in Gaston and Mecklenburg counties and the Triangle Parkway in Wake and Durham counties.

Established by law in October 2002, the N.C. Turnpike Authority is authorized to construct, operate and maintain up to three toll roads in the state. The Authority is also authorized to study, plan, develop and prepare preliminary designs for three additional toll roads that will require legislative approval prior to construction.
