Design-Build and the Monroe Connector/Bypass


Design-Build is a procurement method used around the country to deliver major infrastructure projects. Design-Build combines the contracting of the final design and the construction into one contract. This method allows for faster overall delivery times, better constructability processes, opportunities for innovation and better cost certainty. The Turnpike Authority utilizes a two-step Design-Build procurement process, which consists of creating a reduced candidate list based on responses to project advertisements, followed by the submission of technical and cost proposals. These proposals are then utilized in a best-value determination for the project.

The Turnpike Authority, as a business unit of the NCDOT, is working to perform Design-Build services for the Monroe Connector/Bypass. The Transportation Management Unit of the NCDOT will be heavily involved in all procurement, design submittal reviews and other related activities.
