Planning Process
The proposed improvements to Gaston County East-West Connector Study will involve state and federal funds. Any agency that proposes a project involving federal funds must comply with the
National Environmental Policy Act (NEPA) . Under NEPA, an agency must study the adverse and beneficial environmental impacts of alternatives that meet a project's purpose and need. This study process can be divided into the eight steps described below. Currently, the project is in Step 3.

Study the Best Alternatives in Detail Engineering Studies, Detailed Field Studies, Environmental Analyses
Summarize Steps 1 - 3 in Draft Environmental Impact Statement (DEIS), Publish DEIS
Hold a Corridor Public Hearing Present alternatives to the public and solicit input, suggestions and preferences
Select a Preferred Alternative Review comments from the public and federal, state, and local agencies on DEIS (Step 4) and transcript from Corridor Public Hearing, Select Preferred Alternative
Prepare a Final Report on the Preferred Alternative Update Studies for the Preferred Alternative. Document responses to comments received during the Corridor Public Hearing and DEIS review period. Prepare Final Environmental Impact Statement (FEIS) for approval
Record of Decision (ROD) and Hold a Design Public Hearing on the Preferred Alternative Design
Following publication of the ROD, final engineering design plans are prepared for the selected alternative, after which, right of way acquisition and construction of the roadway can proceed.
